Collin Horatio Talley (born April 16, 1963) is the 30th and current President of Down Town. Talley was born in Dornaby, Helmond, where he spent most of his early life before moving to St. Gue for college. He graduated from the University of Helmond after four years. From 1987 to 1999, Talley taught economics at the university he graduated from. He eventually decided to resign from teaching in order to pursue a position on the city's council, and he was successful in doing so. In 2004, he was elected as Senator from the state of Helmond where he served out a full term. He did not run for a second term in order to focus on his campaign for the office of President. In 2012, he won the election in a landslide victory, defeating incumbent president Randy Gill.
